The only way it passes, is if a significant majority of Congress has stock in the companies that make the cameras. Otherwise, all they care about is solidifying their own power, or increasing it. Any increase in budget, will be met harshly by fiscal conservatives, which means the non-tea party GoP, would have to cross the aisle to get it done...and we all know how averse both sides of Congress are to bipartisan action.
