I dont know why Microsoft is even trying. The government is going to be more likely to levy penalties on a dominant American company, Chinese people will just axd a mod chip and get busy buying fraud games produced by someone in their basement.
If Microsoft did this intelligently, it would get chinese companies to develop games, do some socially responsible investing like build an institute for teaching computer science to the Chinese or whatever, and realize that going into China is harder than just about anywhere else.
I think they should just have not bothered.
