I do think that JRPGs or Japanese titles in general are somewhat niche over here, but surely the overhead of simply translating game text from Japanese to English can't be that high. It seems like PS4 is the true successor to PS2 though and from the looks of it, many devs who jumped off are jumping back on so let's see how this plays out.
