There are remakes and rereleases every year. You know what else count as games and can be played and enjoyed by people? Games released last year or the year before.
I would allow something like Persona 4 Golden, a complete remake with new content. But the Witcher 3 on 360 or DMC/ZOE HD Collections? No, no. Come on now. If the best a year can do is say, "Hey, remember all these great games that released in better years???" then it has a problem.
Annual releases are just so irrelevant when comparing multiple years. What makes FIFA 13 better than FIFA 11, FIFA 12, FIFA 14, and FIFA 15? What makes Assassin's Creed 3 better than the other AC games -- hell, I remember it getting somewhat lukewarm reception, at least compared to Black Flag and the Ezio games. There are like 3 Lego games released every year, what makes LOTR exceptional?
And that's the problem. Most of the games you named are not exceptional, they are just okay or good games released that year. But there are dozens of decent games released every year.
