That was actually my beef with GTA from the start. Sure, going on a mass murder spree is fun and all (at least it was when I was twelve), but when you can simply duck away from the cops afterwards, and everyone forgets that it happened - it makes the whole thing completely pointless. You could still do anything that you wanted to in the game, you'd just have to load a previous save in order to get things back to a manageable level of insanity afterward. Kind of like what you done when you've completely screwed the pooch on Fall Out or another open world title by angering/murdering/betraying the people you need to help you get through the game. In order to be a good criminal, you have to be able to get away with it - not just get away from the scene of the crime itself.
