I don't see that they mentioned it being exclusive anywhere, and I'd rather have a good game than an exclusive one. Since this is Capcom, I really don't expect a new IP. That they're already doing one in Deep Down is surprising enough. And that is also exclusive and a fantasy RPG, so I wouldn't expect this to be an exclusive or Dragon's Dogma 2, either.

Yeah they didn't mentioned "exclusive", but if the games made by Yoshinori Ono, then it's gonna be exclusive because Yoshiori mentioned he also working for another exclusive for PS4. I can be wrong thou but let just hope for the best
