Watchdogs is a far far better game that Sonic Boom, they made the right BUSINESS decisions. It was imperitive the versions that would sell got the attention they needed, and the DLC .. well havn't we seen COD sell like 9 (I'm not making this up, wasn't it a suuuuper low number?) DLC?
