Ubisoft had a devious plan with this all along, I guarantee it. That plan was to make sure that by the time they released Watch Dogs on Wii U all hype for the game would be gone, it would get lost in the Holiday release schedule, and still be a full price title. Why would they want it to bomb though you ask? So that they have an excuse to stop all third party support for the system. They'll use this as "proof" that gamers aren't interested in the Wii U so they shouldn't be either, when in reality it's only proof that they set one particular game up to fail on the system. What a disgraceful dev they've become. Ancel and Ubisoft Montpellier are literally the only decent thing left about them, and the only Ubisoft games I plan to support for the foreseeable future.
