There is Monitors that do have TV tuners.
So in case you want a monitor with good response time etc then go for one of those.
When you buy a TV then make sure it doesnt have to much input lag

The one you chose has around 20-30 ms input lag so its good. Nothing wrong with the TV then.
About the smart tv things. Do you know the feeling when you have hardware be it a PC or a phone/tablet thats just to slow to be fun? Thats exactly how 99% of the smart tvs are.
In case you really need some kind of smart TV experience you can always go and buy google chromecast for $30 and plug it into 1 HDMI slot and power it with the USB slot of the TV. And it works better than the 99% of build in Smart TV solutions mentioned before.
