Because... SEGA.
They could have made several more Sonic 2D sequals aswell, just using the same exact formula of Sonic 3 and yet they never did. They always either messed the physics or tryed to introduce a new mechanic that ruins the game.
The best 3D sonic game is a fan game called Sonic fan remix. Its exactly what SEGA should have done and would have netted them millions.
