I think Dragon Age inquisition is an interesting case study. On the one hand you have 900p 30fps locked. On the other hand you have 1080p 30fps not locked. For whatever reason Bioware benchmarked 1080p. Ps4 was able to achieve that with acceptable fluctuations in fps. Xb one was not able to achieve it with acceptable fps fluctuations. It's arguable certainly whether it was valid for PS4 to compromise fps for resolution, because it sets up the generation to prioritise resolution over fps, which is not necessarily a good thing. But what's clear is that the more powerful, over all, console is not going to be the one that outputs a lower resolution in order to achieve a stable framerate.
