The first Resistance uses CGI in some cutscenes, for example, when Hale first sees the main power module towards the end.

It was rarely used, but it was used.

 

This is CGI, the particles in the explosions cant look like that in real time... besides, the water looks procedural.

I think its ingame and the water looks almost like LAIRs water but a little better.
