Generally speaking weaker hardware will have to make some compromises, there is no amount of patching that will fix this.

Now, I find the developers to be the main issue with their choices of settings, at least for the PS4, my PC has a comparable GPU to it (a single 2GB Radeon 7850) and I play everything in 1080p with a mix of high/ultra settings depending on the game, I can even put some AA in there too... and I like to play at or near 60fps (around 45 fps is what I consider acceptable) ..

a clear example is Far Cry 4, I run it pretty well at close to 60fps, it looks amazing! I don't see why Ubisoft locked down the PS4 version to 30, there is no reason for this to be... especially with all that "custom hardware optimizations" supposedly going on (which I doubt happens much on multi-platform titles, especially those from big publishers like Ubi, and EA, Activision seems less shitty as far as this goes).

Now, I have not tried the PS4 version, but I know that I never once played a 30fps version of a console game that had a PC version and with what I have seen the PS4 do in titles like Killzone:SF, Infamous:SS, Thomb Raider:DE, etc. I have no intention of making that compromize, the machine can handle really nice graphics and tons of action at decent frame rate and resolution, there is no technical basis behind the compromise on it... so as it is, the PS4 is mostly a machine I use for exclusives and the good ports when they happen (wolfenstein, thomb raider, tlou are examples of this).

I will not talk about other consoles, my guess is, if you do like GTA V and remove a few objects tone the AA down a bit, etc. it will play in 1080p just fine.
