I think the current estimate is more like 19M by the end of the year. As we speak the PS4 could very well be over 13.5M sold and pushing towards 14M. By the end of november it could be at 14.5-15M. Meaning it would have sold around 2M+ consoles in november alone worldwide. December sales are usually around double whatever november sales are, this is because december benefits from a global sales boost while november's boost is only in one territory.
