Smash can get away with 1080P/60fps because it's not pushing a ton of assets at once, it's not a big sprawling world littered with objects, it's a small constrained box.
So the assets the game does have can be of above-average quality, such as character models, resolution and framerate, Nintendo's fantastic art style helps a ton too as it can hide a ton of flaws in things like texture resolution.

Yes, essentially only because in comparison, the PC has "infinite" performance/resources compared to consoles, it's constantly getting faster and faster, today you can have a PC that's 10x faster than a Playstation 4, easily enough. - The only real limitation is your wallet and technological progression.
It also helps that developers have intimate knowledge of the PC as a platform, the hardware architecture has not really changed as radically as consoles. (I.E. From x86 to PowerPC.) it's more of a slow evolutionary change that's abstracted via updated software, so there is no real learning curve.
Most game Engines also usually start off with being built for the PC first and foremost as it's the platform they are designed, built and tested upon, so PC gamers benefit from that, Frostbite being a prime example.
