Only certain consoles? Thus far, all three major consoles haven't been able to achieve 1080P constantly or consistently across every single title.
However, I predict that as the generation progress's, 1080P will be an exception, rather than the rule, regardless of any particular system that you baught into.
It's simply one of the easiest places to reduce in order to bolster a games fidelity in other areas, resulting in overall better image quality.
And yes, image quality *must* constantly increase, consumers pretty much demand it, companies also advertise it.
If you wan't 1080P/60fps or better (Like 1440P/144fps) across all titles then there is only one platform that can achieve it.
