Yes they are needed, even if a lot of people don't follow them, it's still there for a reason and serves a purpose.
But deep down, the supervisor has to make the right choice, if a movie is rated PG and there's all kind of nudity and violence, I won't justify showing it to a bunch of young kids because of the rating.
