I assume you are referring to the US. The history of our country is why. Basically the Caucasian majority has discriminated against minorities of other ethnicities at certain points in our country's past. This has lead to a situation where we cannot have an honest discussion on race because its such a touchy subject. One example of a touchy subject : the confederate flag.

 

Personally, and I hate to say it, I think it is apart of us southern peoples history, but I can see how it could offend.... It represents a past generation, a whole generation that fought and died, something we should remember, not forget. The reason it is so offensive is because, after the war, the flag was bastardized by the union. The victor writes history after all.

Now this guys knows what he's talking about. :D
