The conspiracy theories are obviously bullshit (or at the very least highly exaggerated), but there is no doubt the PS4 is being utilized less than it should be because of the X1. I don't believe the PS4 version of any game has ever been intentionally downgraded, but it does appear many developers would rather give the X1 more development time (to achieve parity) than give both version an equal amount of effort. That's still the X1 functionally 'holding back' the PS4.
