Around 10 seconds, yeah. Depends on how often you save on whether that'd become a pretty big annoyance, or you could use the games memo save which saves your data instantly, but it's saved to the RAM so you'll need to save to the memory card before turning the system off.

There's a misconception that because the other three ports on the PSX have long load times, FF4 does as well. It's wrong. There's virtually no loading times on the PSX version same as the SNES version. The entire game is loaded onto the PSX's RAM, and plays from there. Only the music and FMV are pulled from the disc. If you haven't played both versions watch a few videos and compare, if you have it, just play them and compare. The PSX version does load faster, although it's insignificant when it's less than a second difference.
Like GamechaserBE stated, it does take longer to save though. Saving on the SNES version is instant, while it has to write the data to the memory card on the PSX version. Although you can look at my reply to that.
