Because he is talking bullshit. Resident Evil games take place in a remote village where all inhabitants suddenly become zombies. It would be racist if they would never play in Africa.

At least not in the last 150 years. (In this time we have only opressed outselve) Before that europeans have been oppressed by arabs, mongols, turks in this order. Besides Capcom is japanese right, they really have never suppressed africans. (although they did it with Chinese, koreans, phillipines, Englishmen etc.)
