Too many shooters and action games among the Microsoft IP's catalog, I think. In their minds, Titanfall is simply good to wait a little until the release of the next Halo, but not more. It's look like an aperitif, in some way. Apart from that, Microsoft is known for having a pinch of franchises who sell very good, very fast (Halo, Gears of War, Forza, Fable). But finally, these franchises are losing speed for some time (like God of War, Gran Turismo, LittleBigPlanet, Infamous, Killzone and all the other things for Sony, except Uncharted maybe, and The Last of Us, who seems to have a bright future). So they need to renew themselves, and purchase Tifanfall IP is probably not the best solution. More colorful universes, less first degree action. This is what they need, particularly for European market and other audiences.
