It's definitely not a simple case of many npcs cripple the cpu. Many sections where ps4 fps is lower than xb1 there isn't even a single npc in sight. And at the end during a couple of chases through a crowd the xb1 falters while the ps4 stays locked at 30.
With the ps4 dropping as low as 18 and XB1 23fps, truly cinematic! Game looks same old too :/
