The 750ti is probably the best card for that amount of money right now. In fact, it plays quite a lot of games well in 1080p so the drop down to 720 is quite significant. It would be a very powerful card for that resolution. You might be surprised that the Video Card is all you need to change in order to have very good performance.
The E7500 is decent enough ( on the motherboard you have). But having looked around, you can get used processors that would work in your board for next to nothing cost wise if you needed a little bit extra. The E8600 is a good CPU which would offer you a fair bit more performance (they go for about £25 in the UK on Ebay ($40)). That would be a straight swap with the one you have now.
