I don't think it looks unoptimised, its technically the most impressive multiplat on both PS4 and XB1, and anyway I buy games to enjoy the gameplay and story, not the graphics.

It looks like a pretty bad mess, and if you don't care about graphics why make a thread about hardware improvements, when the only improvements that could be made were cosmetic and have completely fallen through?
At this point there's nothing added to Unity that couldn't be done on old hardware. Am I supposed to be impressed with the "thousands" of NPCs popping in left and right, dropping from the sky, and randomly changing clothes?

It does not look like a mess at all. Its easily the most impressive open-world game on current-gen consoles, and many NPC's on-screen do make a more lively world and have an impact on the gameplay, especially in a stealth-oriented game like AC: Unity. On top of that characters and environments look very detailed too.
Also, thousands of NPC's is very impressive technically, and it certainly couldn't be done on last-gen hardware.

It might be impressive if it actually worked in AC Unity.
