It does not look like a mess at all. Its easily the most impressive open-world game on current-gen consoles, and many NPC's on-screen do make a more lively world and have an impact on the gameplay, especially in a stealth-oriented game like AC: Unity. On top of that characters and environments look very detailed too.

Also, thousands of NPC's is very impressive technically, and it certainly couldn't be done on last-gen hardware.

You are missing the point. The game is a TECHNICAL mess right now. Why have all those NPC's when half pop up or fall from the sky when you get closer to them?. Also the game drops under 30fps very often.
