I don't recall ever having this problem, but I don't specifically recall any instances of turning the TV on after turning on the PS4.

im assuming its an old/cheapo tv, they have a tendancy to ignore or mess up handshakes if the handshake isnt sent AFTER the are turned on, if theyre sat waiting for a signal its usually fine, but if theyre turned on with a signal already being repeatedly sent then it messes up, some REALLY old tvs that dont handle handshakes at all can completely cease to work with newer hdmi devices too.

A damaged or overly long hdmi cable can cause issues too in that the signal being sent from the console fails and the console goes into lockdown and stops sending a signal all together (only occurs with HDCP turned on though) in those instances, its a countermeasure intended to prevent older hdmi stripper devices from working.

OP, Try turning off HDCP and see how that goes.
