Well, it doesn't change much. WD was subpar on PCs and consoles. AC Unity looks to be subpar on PCs (the requirements and visuals simply don't match) and consoles. It's a yearly franchise and this year Ubi developed two games. They simply didn't had time to make something decent, even if they want to advertise it as a "real next-gen title". Of course, there is that parity thing and that is something that is really possible because an Ubisoft guy said it, even if he tried to explain it after the buzz about it.
Of course, the game has improvements, but not just because they got more power to do it. They are trying to say that they will innovate with a game that has yearly iterations and that's pretty hard. You barely has time to make your game, so you can only put some improvements on it before shipping the final product. The real innovation won't come from this franchise.
My original point is that everytime people think consoles are underpowered compared to PCs. Even when games like Second Son are actually the best looking open world game available. That means Unity could look like it, but they simply don't have time to make it.
