Bayonetta 2 was Sega not seeing worth in spending money on the game themselves because they don't have the money. They let Nintendo publish it because it would put all the risk on Nintendo. Developers and publisher put their money where they expect to sell. And given the sales numbers of Bayo 2 you can expect many developers planning Wii U exclusives. 

Never was money so well spent as Nintendo did with financing Bayonetta 2.

 

That remains to be seen really....

And no there are not a lot of developers planning wii u exclusives after 300,000 sales. However im sure Nintendo is going to continue paying companies to make games that they themselves are not.
