You are not missing out on free content. As far as it was announced you can take your account cross-platform, as long as you have been a member of Rockstar Social Club.

I have the same situation (X360 --> PS4) and have just linked my new PSN account to the existing XBL account on Rockstar Social Club.

I am humbled by the greatness of Rockstar. Thanks for the info it makes me want to buy the game even more.
