Presidents dont make laws or budgets congress does. The dems have controlled congress for most of the last 40-60 years

checks and balances. don't pretend the 80s didn't happen. Not to mention the democrats and republicans of 40 to 60 years ago are very different than those of today.  There used to me a lot more conservative democrats (DIxicrats) and more liberal or moderate republicans (I've heard Rockefellar or New England Republicans)

Policies aren't in a vacume. There are so many other factors to take into account of how well they did or didn't do than one number. not only that though, you also can't just messure succes by if things improved or not. Some things can be there to help limit the damage. You can't just say that if you do one thing and things went bad you should have done the opposite. It might just mean the policies weren't strong enough.

If you really think that todays republican party's policies are better for the black community or the disenfranchised in general, I really can't understand why.
