Blacks, being the poorest segment, have been hardest hit by it, It's like those idiots who object to seatbelt laws and point out the number of seatbelt-related injuries in crashes, when god knows what the NON-seatbelt related injuries would have looked like otherwise. Welfare is the seatbelt.
