Frankly, once you make the mechanics of a game like this and tweak them accordingly, the multiplayer is pretty much done aside from generating maps which, while needing some creative flare, can be done parallel to developing a single player mode. I think that since E3 or even earlier, they've been working heavily on making the single player anything but an extra. Probably taking ideas from either end of the spectrum and incorporating them into the other.
