As for the one before, the one with the panties on her head lying on the bed its Akane Akaza, from an anime called YuruYuri. Like it's name suggests, it's a yuri anime, you know, girl on girl stuff. Pretty heavy on that topic, btw.

I don't know about the gif, but I know both characters here. The one from the left is an actual maid in the danmaku game Touhou Project 6: Embodiment of Scarlet Devil. The one on the right with the maid costume is Saber, from the Fate/Stay Night and Fate/Zero and whatnot series  of Visual Novels by Type Moon.
