Yup, that sounds most likely. And for the record, everything can do 1080p. But not all 1080ps are equal. By next gen, the draw on resources by things like physics, AI, lighting, animation...etc will also increase exponentialy. So having more power will not automagically equate to higher overall resolutions. Whatever the case though, unless there is a completely radical change in GPU design (or chip fabrication in general) I thik it will still be impossible to fit the kinda hardwrae that will be required to render games at 4k@60fps inside a console box not only the size of the PS4/XB1 but at $400. I may be mistaken though.

Its not even that they can't put in 132Gb of RAM in consoles by 2019/2020. Well realistically they could quite easily out in 64GB of the stuff by then at what it costs them to put in 8Gb today. The thing is, they don't need that much RAM. Unless they want to be loading the entire game into system ram which is kinda a waste of resources. S they would probably stick with 16GB or at MOST 32GB then focus on some sort of PCIE hybrid interface to connect system storage to system ram.
Oh, I forgot to add, they would probably scrap standard HDDs. The next consoles will come with onboard storage of the nand flash variety. And probably 2TB of it. Only way to make the most of the custom link between storage and system RAM.
