But it does work with every game, but only if the publisher chooses to allow it. You can't force these things on publishers.

Yea but heres the thing... On steam, games like Cod AW works with Family Sharing yet on ps4, it does not... Like, I get that you can't "force" these things on publishers but I was under the impression that virtually all games would have this feature, specially the new games cause on steam, all new games and virtually all old games have Steam's Family Sharing feature enabled

So, its a bit interesting to me that on Steam, you can do Family Sharing with this but on PS4, you cant even though Steam is free but PS+ is paid

What's family share and how's it different / similar to shareplay?

Family sharing doesn't allow multiplayer with the two accounts. Once a user is approved to play they have access to their friend's entire library for as long as they want only if the main account isn't playing that game. Only 5 accounts can access the library at a time but up to 10 devices.

So it's actually a very different feature and not really something that should be compared to shareplay, as shareplay doesn't actually let people play the full game. Steam's thing sounds like the thing MS were going to implement when they had DRM on the Xb one.
