You really can't compare the "cost" factor of PC's to consoles', because most people that drop a good cash on their PCs use their computers for work too. I recovered the $1000USD I invested on my PC in a month, and that's counting the GPU, which was not needed for the kind of work I do. Now, how long does it take to recover the money you spent on the PS4/XBone? Unless you're someone like PewDiePie, you never will. Also, let's remember that the games are more expensive, and once you've bought 100+ games, the difference starts to show.
In any case, consoles are just a different market. For PCs the user needs certain sets of skills and knowledge to make it work that most console-only users won't care to have.
