It is but not always, it's like how many resource developer need to make a game, just look call of dutty ghost and other cross gen games perform. They will look slightly pretty but the shader and affect is the same no matter how good your graphic card is.
so the answer is it depend on what are u looking for with PC and console. Most people who love console is people who dont have time, dont like to put effort on instaling, bench marking etc..., my save bet is to buy PC on the midle to end of this generation, because most games will look the same on PC and console for 2-3 years from now.
