Well... If you take into account the lazy ports of third party vs optimizations of the first party, then sure, an unoptimized third party game on PC might look somewhat "close" to a fully optimized first party game on ps4 although at max settings will be very arguable. And, if you take the mods for PC games into account, then its not even close. Also, with dx12 letting developers have low level access to api on the PC front, it might just blow it out of the water regardless when dx12 comes out

I think when a game is actually optimized for PC or if there is mod support, then there is zero competition and its quite easy to see which one has the far superior graphics like if you look at StarCitizen for example which is a veryyyy high graphiced PC exclusive and its still on like on its alpha stages or something, yet, it looks amazing!

So, all in all, I think it will be similar to the ps3/360 vs PC stuff all over again... I mean heck, Ubisoft is already complaining with the cpu and it hasn't even been a year yet. (although, there are other weird things surrounding their statement so w.e.)
