The problem is not the photos, that can look deceptive. The problem is that I've seen videos in motion of the ps4 version and doesn't look any better. Without the crisp resolution of 1080p and because some very bad textures and frame drops, you can think it's a PS3 game sometimes....
Still looks like a cross gen game most of the time, only with more npc's at the same time and better draw distance.
