I am pretty sure there would be regions where banning users for the refund would be illegal.

For instance, if I were to state that "Product was not as advertised" in my refund and Microsoft banned me, I would be able to take legal action as Microsoft cannot override my consumer rights which protects consumers from false advertising.

I actually had to take that path against EA once, they ended up paying a fine, I got a refund, consumer wins.
