I'd imagine it's Compile Heart's most profitable franchise, given that since 2010 we've had 7 games and an anime, with another 2 games scheduled for the next 2 months.
I think they'll make a fair bit from selling merchandise too, and like you say, they're fairly cheap to make (and they reuse a LOT of assets).
