Success isn't defined purely by if you turn a profit or not. A company doesn't invest years of its time and effort into a new console so they can celebrate when they lose the majority of their market share and earn a small profit.

I doubt Nintendo consider the WiiU a direct failure, but they sure as hell don't consider it a success either. It's been the least profitable of any of their core home consoles, and is currently on track to be their lowest selling. When people debate about what can "save" the WiiU, they're wondering what it can do to improve both its financial and sales situation, relative to its predecessors and competition.
