In some ways he's kinda right. Action games require detailed player character modelling and movements which is entirely absent from fps, so it's easier to hit graphics targets and achieve 60fps. With action games the graphics demands are greater so for similar looking graphics to fps the demand is greater and hence the need to compromise on frame rate is more likely.
Ubi are just dicks for saying that 30fps is better because of cinematic feel. They don't know how to justify compromise for an overall best experience.
