From my experience, adjusting FOV in PC games hasn't had much impact on performance. Adjusting resolution certainly does.

Anyhow, the developers of The Order already said they are going to use to the black bars for more visual polish. Hence, lower resolution for better graphics.

Personally, I'd prefer no black bars in a shooter.

Depends on the game and the circumstances. Some games on my pc don't get much of a boost dropping to 1600x900. Metro 2033 got a huge hit outside with increased fov. Not so much inside but there it's just a bit more wall that you see.

I don't mind black bars. The 16:9 area inside is still better res than last gen (800p ~ 1422x800) plus you get an extra 35% more to see in one overview and no upscaling softness. If the field of view is correct that is. If that leaves room for extra polish, all the better.
