Im pretty sure he is wrong because i dont think we have heard any info on that but based off Phil SPencer's recent interview he talked about Sunset Overdrive a lot and mentioned it as a franchise. Something like this
"We are treating Sunset Overdrive like a first party title. Sunset Overdrive is a great game exclusive on xbox and I want a new exclusive franchise to xbox, and i believe sunset overdrive can be just that."
It was something like that. Its in that IGN Podcast that was posted a few days ago. I just assume its going to be very similar to what happened with Gears of War last generation. Microsoft will most likely get first dibs to publish the games, all advertising, etc and Insomniac will keep the rights to the ip. There really is no way of confirming what will happen in the future though
