Source gets regular updates but they when they also built the engine they made it so it could take insane huge textures that at the time the engine was made no computer could really handle well but they computers could in the coming years.
Because of that it's easy for them to scale textures so they can be run on a wide range of computers or consoles and things will always look good.
At least I think that was the reason things have always looked good in Source, it's been a while since I've fiddled with it and gave it any thought. >_>
