they could manufacture 1.4m each month
they just wont do 17m units a year (this year)
they manufactured 200k units in japan back in 2013, too meet demand
they stopped that, because demand was slowing down during q1 and its just way to expensive.
make 1.2m consoles each month.
sell 800k
keep the rest for holiday quarter.
or they just incease manufacturing capacity for q4 (in china, not japan)
p.s 20m is out of reach now. they wont sell over 8m units this holiday
