Not exactly. The top 5 compete against the other top 5 from the second and third rounds. The finale can be anyone's game due to all the top tiers competing together (ie Wagner may not command such a lead in the finale if the rest of the competition is "more attractive" and as the contest goes on, more people with different perspectives of beauty will join and affect the competition. It may paint a picture of what might happen in the finale, but anything can really happen.
