He recently said that he was happy with his numbers for August 9th and feels he doesn't need to adjust them up. Not sure where I read that. I'm not saying VGC isn't under tracking and I wouldn't be surprised at all if PS4 is under tracked by more. For once, however, I am not expecting it to be more under.

IoI being happy with the numbers, doesn't mean they're accurate :)  Not sure why a site that tracks HW/SW sales wouldn't feel the need to adjust numbers that the world knows are low.  I could see him being forced to accept them, without receiving more itemized sales for him to update specific regions with, though.  But, I'd imagine he'd love to be able to shut everyone up about over/undertracked.  Personally, I'm just curious about the differences in the numbers IoI gets from each company, how they're itemized etc...  If the format that they're received in, is so much different, Sony (or whoever) might want to fix how they report PS4 sales.
